The only way to do this is with root access to the cPanel core theme files. In paper_lantern, you can hide the icon by editing the theme config file.
/usr/local/cpanel/base/frontend/paper_lantern/dynamicui.conf
Search for remote MYSQL and remove the section there for the remote mySQL icon.
